Board of Directors Biographies

The El Camino Hospital Board of Directors is comprised of five publicly elected El Camino Healthcare District board members and up to five appointed board members appointed by the District Board.
Bob Rebitzer

Bob Rebitzer serves as Chair of the Board of Directors of El Camino Hospital.

In addition, Mr. Rebitzer is a managing director at Manatt Health, the consulting division of Manatt Phelps.

Prior to his current role, Mr. Rebitzer was the chief operating officer of Stanford University's Clinical Excellence Research Center, advisor to the CEO at the California Healthcare Foundation, and a senior vice president at United Behavioral Health, the mental health subsidiary of United Health Group. He was also a partner at Accenture, where he was a founding member of the healthcare strategy practice.

Lanhee J. Chen, JD, PhD

Director Lanhee Chen serves as Chair of the Governance Committee.

Dr. Chen is the David and Diane Steffy Fellow in American Public Policy Studies at the Hoover Institution; director of Domestic Policy Studies and lecturer in the Public Policy Program at Stanford University; and a faculty affiliate of the Center on Democracy, Development and the Rule of Law (CDDRL) in the Freeman Spogli Institute for International Studies at Stanford University.

Dr. Chen has advised numerous state and federal leaders on health care policy and regulatory issues. In addition, he served as a senior appointee at the US Department of Health and Human Services during the George W. Bush Administration. Dr. Chen was also a presidentially appointed and Senate-confirmed member of the Social Security Advisory Board, a bipartisan and independent body that advises the President, Congress, and other policymakers on matters relating to the Social Security program.

He earned his PhD and AM in political science from Harvard University, his JD cum laude from Harvard Law School, and his AB magna cum laude in government from Harvard College.

Wayne Doiguchi

Wayne Doiguchi

Wayne Doiguchi has more than 40 years of experience in the Bay Area banking industry, and currently serves as director at California Bank of Commerce. Previously, he was a founding board member and later chairman and CEO of Pan Pacific Bank, leading it through numerous profitable quarters.

Mr. Doiguchi earned his banking degree from the Pacific Coast Banking School at the University of Washington, a master's of business administration from Santa Clara University, and a B.A. from the University of California, Los Angeles (UCLA).

Peter C. Fung, MD, MS, FACP, FAAN, FAHA

Director Fung, MD*, is a stroke and vascular neurologist, who previously led El Camino Health's award-winning stroke program. When he stepped down as a medical director to focus on his board responsibilities, he was honored with the naming of the stroke center as the Peter C. Fung, MD Stroke Center.

In addition, Dr. Fung, is a founding member of El Camino Health's Chinese Health Initiative (CHI), committed to providing culturally competent care, education, and outreach to the Chinese community. He also serves on the Stroke Council of the American Heart Association. Dr. Fung, earned his medical degree from the University of Hong Kong and a master's degree in neurophysiology at the University of Michigan. He completed his residencies in internal medicine at Oakwood Hospital and Medical Center in Dearborn, Mich. and neurology at the University of Michigan in Ann Arbor.

Julia E. Miller

Julia E. Miller* serves as Secretary/Treasurer of the El Camino Hospital Board.

She served eight years as Mayor and Council member for the City of Sunnyvale and was a long-time Lockheed Martin employee before entering politics. Ms. Miller is the past vice-chair of the Association of California Healthcare Districts (ACHD) Board of Directors and currently represents the District Board on the Silicon Valley Tobacco Securitization Authority Board, where she is the vice president. She is also the chair of the Board of Directors of the Silicon Valley Tobacco Securitization Corporation and served as a commissioner for the Santa Clara County Airport Commission.

Ms. Miller has extensive government experience, having served on many boards, including the Bay Area Air Quality Management District, Association of Bay Area Governments, Bay Area Economic Forum, Sustainable Silicon Valley, San Francisco Bay Trail, San Francisco FBI Community Academy Alumni Association, Leadership Sunnyvale, and the Sunnyvale Museum and Historical Society.

Jack Po, MD, PhD

Jack Po, MD, PhD

Dr. Po is the Vice-Chair of the Board of Directors of El Camino Health and serves as the Chair of the Compliance and Audit Committee.

Dr. Po is currently the CEO and founder of Ansible Health, a company focused on home-based chronic care management, starting with COPD.

Prior to his current role, he was a product manager at Google working in Healthcare and Machine Learning. In addition, he led teams in Health, Research, Cloud, and Search. Before joining Google, Dr. Po spent a decade working in different senior operating and venture capital roles in medical devices, healthcare delivery, and Global Health. He is a respected thought leader in Healthcare IT, Healthcare Delivery, Machine Learning, and BioDesign, and he continues to teach and mentor students at Columbia University and Johns Hopkins University. In addition, Dr. Po is currently a trustee of the Austen Riggs Center, a board member of AcademyHealth, a member of the NIH's National Library of Medicine's Board of Scientific Counselors, and a member of the ONC's Interoperability Standards Priorities Task Force.

Dr. Po received his MD and Ph.D. from Columbia College of Physicians and Surgeons and the Department of Biomedical Engineering at Columbia University's Fu School of Engineering. He received his MA in mathematics and his BS in Biomedical Engineering and Computer Science from Johns Hopkins University.

Carol A. Somersille, MD, FACOG

Carol A. Somersille, M.D., FACOG

Carol A. Somersille*, MD, FACOG, serves as Chair of the Quality Patient Care and Patient Experience Committee and is the Vice Chair of the El Camino Healthcare District Board.

Dr. Somersille is an obstetrician/gynecologist, full-time practicing physician, and Medical Staff member. She has managed an independent medical practice in our community since the 1990s and has also spent time in a community clinic caring for underserved residents. Dr. Somersille has over a decade of hospital quality assurance experience. After many years on a hospital Quality Assurance Committee, she served as Chair of Obstetrics and Gynecology Quality Assurance and currently serves on the El Camino Hospital Perinatal Peer Review Committee.

Dr. Somersille is a graduate of Harvard College, The Johns Hopkins University School of Medicine, and Baylor College of Medicine Obstetrics and Gynecology Internship and Residency. She is a board-certified Fellow of the American College of Obstetricians and Gynecologists."

George O. Ting, MD

George O. Ting, MD* serves as Vice Chair of Executive Compensation and is the Chair of the El Camino Healthcare District Board. He has been an outspoken advocate for effectively partnering with physicians and providing safe high-quality care.

Dr. Ting has previously served in many of the El Camino Hospital's leadership positions, including Chief of Medicine, Chief of Staff, Medical Director of Quality Assurance, and Medical Director of El Camino Dialysis Services. He is a Clinical Professor Emeritus at Stanford's School Medicine where he has taught for 30 years. He has given dozens of invited national speaking engagements, been a co-investigator of national multi-center randomized controlled clinical trials, and is an author of multiple peer-reviewed medical journal articles.

He earned his bachelor's degree at Columbia University, his medical degree from the University of Southern California, and completed his residency at Rush University/Presbyterian-St. Luke's Medical Center as well as a fellowship in nephrology at Stanford.

Don Watters

Director Don Watters serves as Chair of the Finance Committee.

Director Watters has more than 25 years of experience in business management and consulting for McKinsey & Company across various industries throughout the world. In addition, he has served on the boards of several nonprofits and corporations, including the American Leadership Forum Silicon Valley, The Tech Museum of Innovation, United Way Silicon Valley, and the Markkula Center for Applied Ethics at Santa Clara University. He earned a bachelor's degree in engineering from the University of Michigan and a Master's of Business Administration from Stanford University.

John L. Zoglin

John Zoglin* leads Performance Analytics for the Medicare Acquisition Marketing Team at Blue Shield of California.

Director Zoglin currently serves as Secretary/Treasurer of the El Camino Healthcare District Board. He follows his father in service to El Camino Health; Dr. Stanton Zoglin served as the hospital's chief of staff in the early 1960s. Mr. Zoglin earned a bachelor's degree in economics from Harvard University and a Master of Business Administration from Stanford Graduate School of Business.
